Taylor Wimpey is delighted to share plans for the next phase of new homes at Valley Park at parcel 4TA, which will be known as Bluebell Rise.
Bluebell Rise forms part of a wider allocation for housing and related education, health, sports, leisure and open space identified under Core Policy 4 of the adopted Vale of White Horse District Council Local Plan, Part 1 2031. In 2022 outline planning permission was granted for Land at Valley Park for up to 4,254 new homes, including over 35 per cent affordable housing, public open spaces, sports pitches, primary schools, and community facilities with new healthcare provision.
As part of the outline permission, detailed plans were approved for the various access junctions to the development, including from the A4130 to the north. In addition, various ‘parameter’ plans identifying the broad locations of the housing, open space, education, community, leisure and health facilities were approved. Before submitting a Reserved Matters application to the Vale of White Horse District Council for this phase of development, we want to give residents and businesses the opportunity to learn more about the detailed proposals for high-quality new homes at Valley Park.
The
Site
Phase 4TA is part of the wider development of Valley Park. Several residential developments within earlier phases are nearing completion, including Primrose Gardens. Dahlia View is also now under construction.
Taylor Wimpey has an excellent track record and will soon start on their third, fourth and fifth Phases – Lavender Walk, Jasmine Fields and Clover Meadow.

and our proposals
Taylor Wimpey’s vision for Bluebell Rise is to create an attractive residential environment of new homes, which will complement the emerging community in and around Valley Park.
New residents will also benefit from the wider Valley Park proposals, including Common Park sports provision, allotments, a new Primary School (opening in September 2027) and a new Local Centre.
The new homes will range from 1 and 2-bedroom apartments to 2, 3 and 4-bedroom houses – including affordable homes.
All new houses will be predominantly 2 or 2.5 storeys, with some homes no more than 3 storeys high, as per the parameters set in the Strategic Design Code.
Our proposals for
Bluebell Rise include:
- 154 new homes which will be predominantly terraced housing with some semi-detached housing and apartments. Bluebell Rise will include the delivery of over 30% affordable housing through a mix of Affordable Rent and Shared Ownership pepper-potted across the site. In line with Council policy.
- Vehicular access via the main Spine Road to the west.
- Policy compliant provision of car parking spaces, visitor car parking spaces and cycle provision provided for all apartments and houses.
- Provision of street trees and additional areas of tree planting throughout the site.
- Pedestrian and cycle links have been located throughout the site, and pedestrian routes into the site will be well-lit, overlooked, and accessible.
- Use of air-source heat pumps instead of gas, and the inclusion of solar panels.
- Eco-friendly features, including Bee Bricks, Hedgehog Highways, Nesting boxes and Insect Houses.
